But this time, the census includes real estate apportionments. \u201cThese are the heads of the province who lived in Jerusalem\u2014in the countryside<\/span> <span style=\"font-weight: 400;\">of Judah, the people lived in their towns, each on his own property, Israelites, priests, Levites, temple servants, and the sons of Solomon\u2019s servants\u2026 while in Jerusalem some of the Judahites and some of the Benjaminites lived\u201d (verses 3-4).\u00a0\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The term \u201cin his property\u201d last appeared in the Book of Joshua chapter 21, during the apportionment of the land to the tribes following the conquests of Joshua. Similarly here, Nehemiah metes out certain cities and towns to the tribe of Judah and others to the tribe of Benjamin. The priests and the Levites fill in between the apportioned land.\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Does Nehemiah do the right thing here?\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Returning people to their tribal lands is one way to instill pride for the returnees. After 70 years of exile, the people were probably thrilled to be able to return to the cities and towns where their families had lived for centuries. It was also a way to try to mimic the way the country was set up before the exile: giving certain portions to the priests and the Levites and to each tribe.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">However, as we saw throughout the books of Judges and Kings, separated tribes do not always beget national peace. In Judges, tribes appointed their own leaders that ran independent foreign policy. In Kings, the nation itself split in two based on tribal boundaries. One could look at this as a strategic mistake. My God put it into my mind to assemble the nobles, the prefects, and the people, in order to register them by families\u201d (7:4-5). Here we find Nehemiah\u2019s solution to the problem: He had the people \u201ccast lots for one out of ten to come and settle in the holy city of Jerusalem, and the other nine-tenths to stay in the towns\u201d (1). Lest we get the impression that settlement in Jerusalem was limited to the results of lottery and that no one was volunteering to settle there, we also note: \u201cThe people gave their blessing to all the men who willingly settled in Jerusalem\u201d (2).<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">We also find, again in minute detail, a registry of those settlers by tribe, clan, and family. As we have noted once before (Ezra 2), the assignment of all settlers\u2014save the Levites\u2014to either Judah or Benjamin has contributed to the false impression that no other tribes were represented in the Second Temple. However, the replication of our chapter in 1 Chronicles contains several variations, most striking of which is the inclusion of other tribesmen:<\/span><\/p>\r\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">The first to settle in their towns, on their property, were Israelites, priests, Levites, and temple servants, while some of the Judahites and some of the Benjaminites and some of the Ephraimites and Manassehites settled in Jerusalem. (1 Chronicles 9:2-3)<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Malbim, making reference to the rabbinic opinion on the redaction of these books (<\/span><a href=\"https:\/\/929.org.il\/lang\/en\/page\/842\/post\/98020\"><span style=\"font-weight: 400;\">see our introduction to Ezra<\/span><\/a><span style=\"font-weight: 400;\">), explained the differences as follows:<\/span><\/p>\r\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">All the bumps will be ironed out according to the statement that the Book of Ezra is a supplement to Chronicles. Ezra the scribe attached his book to Chronicles, which he wrote prior to it, and the Book of Nehemiah is a supplement to that of Ezra\u2026 [Therefore,] it is written there [Chronicles] \u201csome of the Judahites and some of the Benjaminites and some of the Ephraimites and Manassehites,\u201d which Nehemiah omitted because it had already been recorded Verse 2 blesses those who \u201cwho willingly settled in Jerusalem.\u201d So was this referring to additional settlers who volunteered to join those who were assigned? Or does this mean that the new settlers fulfilled their obligation willingly?<\/span><\/li>\r\n\t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><em>The lists tell a tale<\/em>. The lists in the chapter tell not only of settlers but also of classes and jobs. There are officials, heads of the province, \u201cIsraelites, priests, Levites, temple servants, and the sons of Solomon\u2019s servants,\u201d and \u201cgatekeepers\u2026 and their and their brothers, who stood watch at the gates,\u201d and also \u201cthe singers.\u201d<\/span><\/li>\r\n\t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><em>The settlement map<\/em>. Verses 25-35 sketch out the settlement map of the province of Judah. There are 17 towns and villages in Judah - most in the Negev and the coastal plain, and two blocs of settlements in Benjamin. In the eastern-central bloc, there were 9 settlements, and in the western side, closer to the coast - 7.
