Part census, part fundraiser, the half shekel was one of the earlier laws given to the Israelites. The pledge in Nehemiah reinstitutes this practice, but instead of a half shekel it is a third shekel. “We have laid upon ourselves obligations: To charge ourselves one-third of a shekel yearly for the service of the House of our God” (verse 33).

There are two explanations provided by the commentators. Ralbag and Malbim explain that the monetary value of the one-third of shekel in Nehemiah is equal to that of the half shekel in the Torah. The understanding here is that the half shekel in the Torah was an actual amount of money that set a basic donation amount. Due to inflation that percentage of the shekel required could change if the resulting value was equivalent to the value of the half shekel in the Torah.

Ibn Ezra and Metzudot David explain that this one-third shekel was actually in addition to the half shekel. Nehemiah adds this to address the concerns brought by the poorer residents of Jerusalem in chapter 5.

An alternative explanation could be that the population was mostly poor at the time and instituting a half shekel tax would have been too burdensome. Therefore, Nehemiah instituted a slightly less expensive tax.
