Zephaniah is introduced with more ancestral information than is usual amongst his peers (1:1): ‘The word of the Eternal that came to Zephaniah son of Cushi son of Gedaliah son of Amariah son of Hezekiah, during the reign of King Josiah son of Amon of Judah.’ It is possible to read this as describing four generations of Zephaniah’s background (his father being named Cushi, and his great-great-grandfather being Hezekiah). Though it does read this way, ‘Cushi’ (Ethiopian) would be an unusual name for an Israelite man. This is why some claim that ‘ben Cushi’ is a description of Zephaniah’s African ancestry, perhaps by way of direct description (meaning: Zephaniah - who was descended from the Cushites - son of Gedaliah), or perhaps as an explanation of Zephaniah’s father’s name (that Cushi was so named because of his own ancestry). It is especially interesting that the Cushite people are mentioned later in the text (Zeph. 2:12 and 3:10).

The question of Zephaniah’s African heritage is only one of the interesting aspects of the superscription. Why are we given so many generations of Zephaniah’s heritage? One traditional explanation, purported by Ibn Ezra, is that Hezekiah is a character with whom we are acquainted: King Hezekiah of Judah. King Hezekiah is famously the last righteous king before King Josiah, the monarch reigning during Zephaniah’s lifetime. This explanation may aid us in understanding the length of Zephaniah’s lineage.

However, the third interesting facet of Zephaniah’s introduction is that Zephaniah does not exist as a character within the text. The entirety of the book of Zephaniah is given in the voice of God; Zephaniah seems to be presenting himself simply as a vessel for the word of the Eternal. In that case, why does it matter whether or not Zephaniah is a Cushite or a descendant of King Hezekiah? Why does the text bother giving us any biographical information if it is not relevant?

Perhaps a clue can be found in the themes of Zephaniah’s prophecy. Zephaniah is prophesying against two kinds of people: the insiders (Judah) and the outsiders (the nations). To both kinds of people, Zephaniah offers a condemnation and a message of hope. While Zephaniah does not show up in the text in the first person or as a character, it is still telling that his message goes specifically to the insider and the outsider. Perhaps this can help us to understand Zephaniah’s name. First, his introduction indicates an aspect of relationship with the outsider: he is descended from the Ethiopians. Then, his name indicates an aspect of relationship with the inside: he is descended from the last good king of Judah. Zephaniah is therefore a voice able to speak in both directions. There is a power in the space that Zephaniah sits in relationship with all.

"1536x1536":"https://wp.929.org.il/wp-content/uploads/2020/08/zeph1-face.jpg","1536x1536-width":1536,"1536x1536-height":1024,"2048x2048":"https://wp.929.org.il/wp-content/uploads/2020/08/zeph1-face.jpg","2048x2048-width":2048,"2048x2048-height":1365
"1536x1536":"https://wp.929.org.il/wp-content/uploads/2020/08/zeph1-face.jpg","1536x1536-width":1536,"1536x1536-height":1024,"2048x2048":"https://wp.929.org.il/wp-content/uploads/2020/08/zeph1-face.jpg","2048x2048-width":2048,"2048x2048-height":1365
Dr. Moshe Sokolow is Associate Dean of the Azrieli Graduate School of Jewish Education and Administration, Yeshiva University, and teaches a weekly class in parashat hashavu`a at Lincoln Square Synagogue. There is a common pattern to this message: these nations were all haughty, they mocked and abused Israel, and will now be cast out of their lands, which will be in some way returned to nature. This return to nature takes a number of forms: some lands will become “deserted” and “desolate” (v.4), some will be laid waste (v.5), some will “become an abode for shepherds and flocks” (v.6), and some will be reclaimed by wild animals (v.14).

There are, in all this, only a few references to Israel inheriting the land of their defeated enemies. One might expect this to in fact be the main topic of this prophecy. After all, isn’t the opposite of us being defeated by our enemies the conquest of our enemies? By breaking this paradigm, the prophet is providing us an important reminder, and making a fascinating point.

The reminder is one that appears frequently in Tanakh: that God is the Master of the Universe. The focus of the chapter, from God’s acts of destruction to the results of that destruction, puts the power solely in God’s hands. The prophet emphasizes that all these powerful nations will be simply swept aside by God’s anger.

The fascinating point the prophet is making is that the absence of one people is not the presence of other people, it is nature. Throughout Tanakh, one people is replaced by another. Whether it is Israel’s conquest of the Canaanite nations in the time of Joshua, Israel’s oppressors in the book of Judges, the nations David defeats in his various conquests, or the empires that eventually conquer Israel and Judah, one nation always drives out another. This seems to be an unbreakable pattern of human life and history.

But this prophecy changes that. Humans are replaced by nature, by fields and pastures, jackdaws, owls, and ravens (v.14). The message is a profound one: where we humans see a void left by other humans, God sees the natural world, the Creator’s vision of a world shared by humanity and nature. The answer given is the verse from Zephania 2:1, “Gather together, gather, O nation without shame.” The connection seems thoroughly obscure. Resh Lakish illuminates it, explaining that the repetition of the word “gather,” to mean “straighten yourself out first before you straighten out others.” (Rashi comments on this verse that the Hebrew word “koshesh,” gather up, also has the connotation of straightening and making something even.)

This inference builds on the Mishnah’s statement that a High Priest may judge. There, all of the peoples of the earth “were of one language and one speech.” (Genesis 11:1) They gather together and make a plan to build a city and a tower whose top would reach the heavens. They hope to make for themselves “a name, lest we be scattered over the face of all the earth.” (Genesis 11:4) Seeing this plan coming to fruition, God comes down and confuses their speech, scattering them, just as they had feared, over the face of all the earth. The place where they had gathered receives the name Babel, memorializing the confusion (b-l-l) of language that took place there (Genesis 11:5-9).

Zephaniah imagines a time when this primeval story will be inverted. Bab-El means the gate of God. The nations gather together in an attempt to reach the heavens, but God demonstrates the impossibility of doing so. Human beings will not be allowed to breach the boundary between human and divine. Babel is the gate to God’s realm, and the human beings are scattered over the face of the earth instead of being able to work together to breach God’s domain.

In Zephaniah’s vision of the future, humanity comes together to recognize God’s dominion. One verse (3) describes how the civil leadership oppresses the people; the next verse explains how Jerusalem became defiled due to the corruption of the priests and prophets. Judah’s princes and judges squeeze the people of all they have, behaving like lions and wolves who attack and leave nothing behind, not even “a bone for the morrow.” Malbim notes that the metaphoric usage of the two predators, lions and wolves, reflect the two manners in which Jerusalem’s corrupt leadership oppressed its populace. The politicians (the princes) openly flaunted their power, like lions that hunt in the open. The judges took their bribes quietly and privately, like wolves that go out in the dusk, when they are difficult to see.

Similar spiritual corruption permeates Jerusalem’s religious leadership, those most responsible for the spiritual and moral fiber of the populace. The false prophets do not deliver the divine message; the priests distort Torah for their own purposes, causing it to be forgotten.

Zephaniah concludes by reminding his listeners that God has already destroyed other nations. The neighboring countries were punished for their behavior and accordingly, they were destroyed. Zephaniah holds up the fate of the other nations as an example and a warning for the Jewish people, hopeful that they would recognize that destruction is the only eventuality for those who do not repent.

However, Jerusalem “She has been disobedient, Has learned no lesson” (v. 2). After hearing of the destruction of the other nations, Zephaniah, speaking the words of God, had hoped with regard to the people: “And I thought that she would fear Me, Would learn a lesson.” But sadly, the people had become so thoroughly “corrupt in their deeds” that they awoke early to commit evil (see v. 7).

Zephaniah concludes with a direction to his righteous listeners. He describes God’s decision “When I decide to gather nations, To bring kingdoms together, ” (3:8). The words assemble and gather appear together in three other prophecies: in Micah 2:12, 4:6, and Is. 11:12. In all of those, the object of God’s gathering and assembling is the remnant of the Jewish people, who will now live peacefully in their land. In Zephaniah, however, it is not the righteous few being gathered for salvation, but the nations being gathered for destruction. For the righteous few, Zephaniah can only ask them to wait for better times.

In the Tanakh, waiting for the Lord always brings blessings (see Is. 8:17, 30:18, 64:3; and Ps. 33:20). Here, however, it is the stark contrast with the ending of his first speech that stands out. In 2:3, Zephaniah called upon his listeners to actively improve themselves and others through the pursuit of justice and humility. Now that he has despaired of that happening, all the prophet dares to ask from his listeners is to passively wait out the storm.

Gone is the opportunity to learn justice and humility.
