Jeremiah brings the yoke to successive concentric circles. First, he brings it to the other nations, then to the king, then to the priests, then to the vessels in the Temple itself. Why does Jeremiah have to walk around with the yoke? This act of bringing the yoke to different parties is a way to undo messages of the past. The outer circle is directed at the other nations that include Edom:

And send them to the king of Edom, the king of Moab, the king of the Ammonites, the king of Tyre, and the king of Sidon, by envoys who have come to King Zedekiah of Judah in Jerusalem (verse 3).

For Edom, God promised Esav that he would have the yoke of his brother on him, but would also have the opportunity to break the yoke.

Yet by your sword you shall live, And you shall serve your brother; But when you grow restive, You shall break his yoke from your neck (Genesis 27:40).

Now, however, is not the time to break the yoke. Edom must accept the yoke of the Babylonians. As to the inner circles, God celebrated removing the yoke of Egypt from the people:

I am your God who brought you out from the land of the Egyptians to be their slaves no more, who broke the bars of your yoke and made you walk erect (Leviticus 26:13).

Removing bondage of another nation and freeing the people to follow God was an essential part of the beginning of the nation. It would not be a surprise that the people would think that this message should always endure. They should try to cast off the yoke of any foreign nation that comes to subdue them. This was the message of Isaiah with the Assyrians, why should it be any different with the Babylonians? To hammer this point home, God needed to be the one who sent the message that the yoke must come back.
