Maimonides is the most prominent of these voices: how could it be, he asks, that the Torah issues commands to people with no ability to choose their own fates? It must be the case, he concludes, that we are in some sense really free. Despite the overall tone of this chapter, we can find support for this second point of view as well. Near the end of the chapter, the prophet states:

I am the LORD your God, instructing you for your own benefit. If we reflect, for a moment, on Moses’s actions at the Red Sea or Joshua’s at Gibeon, they seem to have been simultaneous with their declarations. The miracles Isaiah performed, however, received considerable advance notice. Malbim, true to form, discovered and elaborated on the distinction in his commentary to verses 2-3-4.

[2] The miracles that God wrought on behalf of the Jewish people were of two kinds. [A] when they were deserving of miraculous providence, He would perform a wonder to elevate them on account of their righteousness, but [B] when they were undeserving, He would perform them in their presence to inspire their faith in Him. The difference between these is that those miracles that were performed on account of their merit were unannounced by prophets or seers before they transpired; rather, they were done suddenly, as [circumstances] necessitated. But the wonders that were performed because of the weakness of their faith necessarily required prior prophetic announcement for them to be recognized as the hand of God and inspire faith.

[3] At the time of the “earlier ones” I [God] had no need to tell the prophet in advance of the miracles I would perform; rather, I would perform them immediately upon announcing them… The purpose of giving prior notice of miracles to prophets is dual: [A] for God therein to inform him of the impending miracle, and [B] for the prophet to announce it to the people. None of this was necessary for the earlier miracles because the notice (to the prophet) and the announcement (to the people) and the actual performance of the miracle were all sudden [and simultaneous].

[4] All this applied to those earlier miracles but now things are different. Since I know how tough you are, you find it difficult to believe, and if the miracle would come suddenly you would fail to recognize it as the hand of God.
