Tyre, like Babylonia, is the target of the prophecy. Chapter 23 foretells Tyre’s destruction. Ibn Ezra explains that Babylonia is described as a young maiden in chapter 47 because the nation had been untouched as the great power. That will all end at the hand of the Persians, which is why the fair maiden is now forced out of her throne to the ground. The Tyre metaphor is not all-encompassing. Isaiah calls Tyre a young maiden almost in passing without the extended metaphor used in this chapter. Ibn Ezra does not comment on that verse, but his explanation could still fit. Tyre, as masters of the sea, were also relatively untouched. The chapter then foretells Tyre’s destruction.

The use of the metaphor in chapter 37 is very different. Rabshakeh thought he could scare the inhabitants of the city. He treated them like a fair young maiden who would be frightened by the bully from Assyria. Isaiah retorts that even this “fair young maiden” is not afraid of you.
