These enemies are now vanquished.

Ibn Ezra does not see a military angle, but rather a vassal dynamic. Rav Yehudah does not see tax men or military men. Instead, this verse refers to the Torah martyrs who would count each letter of the Torah to learn halachot and would weigh minor and major laws and the set up grand towers of halacha to protect the Torah. Isaiah therefore is foretelling of a time well into the future when the defenders of the Torah will be persecuted for teaching and the people will lament their death.

Verse 17 talks about seeing the king in his beauty, most likely referring to a triumphant Hezekiah. Rashi and Ibn Ezra’s interpretations match the flow a little better. Both exegetes attributed these characteristics to Hezekiah, and both interpreted them as signifying a moral fortitude in excess of the ordinary.
