Such empires are only executing God’s will in the world and carrying out His mission, and they are but the rod that delivers God’s punishment:

Woe to Assyria, rod of My wrath – in whose hand, as a staff, is My fury – I send him against an ungodly nation, I charge him against a people that provokes Me, to take its spoil and to seize its booty, and to make it a thing trampled like the mire of the streets. (10:5–6)

Assyria’s task was to bring destruction upon nations deserving of punishment, and they were successful. However, it may be asked how God could leave His people’s fate in the hands of an evil, violent nation like Assyria. Isaiah’s answer is that the Assyrian Empire is not actually in control, but rather God is ruling the world through the Assyrian rulers. Assyria is an emissary for the punishment of wayward nations, and the Kingdom of Israel in particular.

Sargon, however, is unaware that he is but a messenger, the rod of God’s wrath. His arrogance surpasses all his predecessors:

But this is not what he intends, this is not what he has in mind; his purpose is to destroy, to put an end to many nations. 'Are not my commanders all kings?' He says. Has not Calno fared like Carchemish, is not Hamath like Arpad, and Samaria like Damascus? As my hand seized the kingdoms of the idols, kingdoms whose images exceeded those of Jerusalem and Samaria – Shall I not deal with Jerusalem and her images as I dealt with Samaria and her idols? (10:7–11)

This imaginary monologue is a summary of the Assyrian conquest up until Sargon’s time. Carchemish and Samaria, like Arpad, Hamath and Damascus before them, had become Assyrian provinces, and this was attributed to the Assyrian gods who looked on and controlled it all. Sargon perceived himself as the supreme ruler of all kingdoms, and he viewed his ever increasing subjects as dirt beneath his feet. He mocked the “kingdoms of the idols,” and promised that Jerusalem would meet the same end as Samaria. At this point, the prophet begins a description of Assyria’s “Day of Judgment” (10:15–21).

Here, Isaiah contributed to the development of the theory of reward and punishment. If the Assyrian conqueror was indeed but a tool in God’s hand, then it would seem that he had no will of his own, and there is no point in judging, condemning, or punishing him. According to the prophecy, however, every person is created in God’s likeness, and has freedom of choice, the most important aspect of which is their consciousness and intent. The king of Assyria was unaware that he was fulfilling God’s will, and he would be punished for his own intentions, which violated the mission that he was given.

From: Lau and Bin Nun, Isaiah: Prophet of Righteousness and Justice (Maggid Books, 2019), chapter 10.

"1536x1536":"https://wp.929.org.il/wp-content/uploads/2019/11/Isaiah-LauBinNun.png","1536x1536-width":1536,"1536x1536-height":1536,"2048x2048":"https://wp.929.org.il/wp-content/uploads/2019/11/Isaiah-LauBinNun.png","2048x2048-width":1816,"2048x2048-height":1816
Isaiah delivers a harsh vision of Assyria’s historical role and its future downfall on its own Day of Judgment
"1536x1536":"https://wp.929.org.il/wp-content/uploads/2019/11/Isaiah-LauBinNun.png","1536x1536-width":1536,"1536x1536-height":1536,"2048x2048":"https://wp.929.org.il/wp-content/uploads/2019/11/Isaiah-LauBinNun.png","2048x2048-width":1816,"2048x2048-height":1816
Alex Israel teaches Tanakh at the Pardes Institute, Yeshivat Eretz Hatzvi and Matan, Jerusalem. But there’s an interesting juxtaposition of this theme at the end of the ninth chapter and the beginning of the tenth. In Isaiah 9:16 God says that he will destroy all of Israel, including the widows and orphans. And then in Isaiah 10:1-2 Isaiah castigates the people of Jerusalem for not protecting widows and orphans. Why juxtapose these two messages? On the one hand God proclaims that everyone is evil and he will destroy the widows and orphans and yet the very next chapter the people are castigated for their treatment of the widows and orphans.

We want to suggest three potential answers, each showing a slightly different way that the prophet can portray a theme or message by simple juxtaposition:

1) When God declares that he will destroy the widows and orphans, the unwritten response from the people is- “What can we do to prevent the destruction of the vulnerable?” God takes that point and flips around and responds, “If you want to save the vulnerable from my wrath, you need to do a better job of protecting them yourselves!”

2) Similarly, God says he is going to destroy the widows and orphans and then he turns to Israel and asks why didn’t you protect them? In essence He is saying that it is Israel’s fault that He has to destroy them along with all Israel. The people could have been better and not have this destruction. “If you feel bad right now, it's your fault not mine.”

3) Finally, such a staggering decision to destroy the most vulnerable of the population may have triggered a reaction from the listeners questioning how can God possibly harm those that are most vulnerable. Isaiah then turns around and throws it back at the people.
