This time, the lottery is meant to select the next king. The function of the lottery is to emphasize that God made the decision. However, Samuel already knew who the king was going to be and already anointed him! Samuel also had the respect and gravitas to announce the next king from God. The problem here is there is no need for anyone to confess to anything, but the buildup may have led to Saul’s running away and hiding. It is possible that because the people knew that Samuel was not supportive of the idea of a king that his choice may be suspect. In addition, Saul is not from the tribe of Judah, but rather from the tribe recently condemned to annihilation. These two things would have thrown the whole selection into doubt. Therefore, God needs Samuel to go through the pageantry to select a king.

It is also possible that God is specifically reenacting certain events in the past to send a message. As this chapter opens, we learn that the message he sought to convey to him was that God had chosen him to rule over Israel (1). Samuel continued, however, and delivered to Saul a somewhat enigmatic instruction:

When you leave me today, you will find two men by the tomb (kevurat) of Rachel, near the border of Benjamin at Zelzah. They will say to you: The donkeys that you went to seek have been found, and your father has ceased caring for the donkeys, and is anxious about you, asking: What shall I do about my son? (2).

Implicit in Samuel’s instructions (which also mention Bethel and allude to Kiryat Ye`arim) is that Zelzah is north of Jerusalem. Recall, too, a famous verse: “Hark! A bitter cry can be heard in the Ramah. Rachel is mourning the loss of her children” (Jeremiah 31:14). An otherwise unspecified Ramah (heights) usually refers to the home of Samuel—likewise north of Jerusalem. In Genesis 35:19-20, however, Rachel’s death is set “on the road to Ephrat, which is Bethlehem” south of Jerusalem, and Jacob erected a monument over her tomb (kevurat) that is visible “to this very day,” as any visitor to Bethlehem can attest.

This very conundrum confounded Ramban (Nahmanides, 1194-1270). In his Torah commentary (to Genesis 35:16), he originally wrote that Rachel’s tomb is situated at some (unspecified) distance from Bethlehem. After his arrival in the Land of Israel (c. 1267), however, he added:

This is what I thought previously. Now that I have merited to come to Jerusalem, praise to the beneficent God, I can see with my own two eyes that the distance between Rachel’s’ tomb (kevurat) and Bethlehem is less than a mile, contradicting my original interpretation.

Regardless of where Rachel was actually buried, Saul was a Benjaminite and, assumedly, held the tomb of his ancestress in singular regard. By directing him there, Samuel may have been inviting him to connect with his tribal roots and, perhaps, to draw from them the strength and support he would need to initiate and sustain his rule.

My personal inclination is to identify kevurat Rachel with the Muslim shrine called Nebi Samwil, situated on an elevation just north of Jerusalem (“near the border of Benjamin”), regarded as the burial site of the Prophet Samuel. In the presence of all the people, a divination procedure was enacted in the form of casting a lot meant to reveal the monarch already selected by God. The lot fell first on the tribe of Benjamin, and then on the clan of Matrit, and finally, from among that clan, the lot fell on Saul. After the identity of the new king was this made known, a strangely embarrassing moment ensued. Saul, the chosen one, couldn’t be located: “and they sought him but he was not to be found” (1 Sam 10:22). When he was discovered at last hiding among the gear, the people dragged Saul to a kingship that he had unequivocally never sought for himself:

“And they ran and fetched him from there, and he stood forth amidst the people, and he was head and shoulders taller than all the people. And Samuel said to all the people, “Have you seen whom the Lord has chosen? For there is none like him in all the people.” And all the people shouted and said, “Long love the king!” (1 Sam 10:23-24).

In this oddly graceless coronation ceremony, distinguished by Samuel’s residual resentment and Saul’s embarrassingly humble demeanor, a handsome but ambitionless king-designate was grudgingly enthroned.

Unlike someone long preparing to assume power, Saul didn’t move swiftly to exploit the momentum of his coronation and consolidate his authority. The public gathering at Mizpah ended in anticlimactic dispersal: “Samuel sent all the people away to their homes. And Saul, too, returned to his home in Gibeah, and the stalwart fellows whose hearts God had touched went with him” (1 Sam 10:26-27). It is no wonder that Saul’s slinking back into private life was followed with words of derision spat out by some skeptical and oppositional voices among the people: “And worthless fellows had said, ‘How will this one deliver us?’ And they spurned him and brought him no tribute, but he pretended to keep his peace” (1 Sam 10:27). But why exactly does the author of Samuel make sure that we see Saul as wholly devoid of lofty ambition and craving for power? It is sometimes said that the only one who can be trusted with power is the one who doesn’t seek it. Yet our author, in these passages, obviously wished to convey a diametrically contrary thought. The account of Saul’s first two coronations prepares us to see how the intoxicating appeal of supreme power will overtake even a character as naturally uncalculating, unassuming and unenterprising as Saul.

Excerpts from The Beginning of Politics: Power in the Biblical Book of Samuel – Moshe Halbertal and Stephen Holmes, Princeton University Press, 2017, pp.20-22.
