The official line is that Simeon did not receive its own portion because Judah\u2019s portion was too large, so it spilled over and enveloped Simeon\u2019s portion. It is a nice attempt to whitewash the situation. The only other tribe with portions in another is within the family of Joseph. And there, each tribe has its own main portion, but only overlap a little.\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Simeon is most likely treated differently as a result of Moses leaving Simeon out of the final blessings at the end of Deuteronomy. The commentators explain that Moses did not give Simeon a blessing because of their sin in leading the rebellion at Baal Peor. Actually, Simeon is not the only tribe to be scattered throughout other territories without a set boundary of their own. The other tribe is Levi. Levi\u2019s scattered lot was noted often starting back in Deuteronomy and continuing through the book of Joshua. The official line is that Levi is scattered, as their portion is serving God, and they need to focus on Temple\/Mishkan duties.\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Maybe Simeon\u2019s lack of land does not have to do with Moses\u2019 lack of a blessing. Perhaps Simeon and Levi do not get portions because of Jacob\u2019s blessing:\u00a0<\/span><\/p>\r\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">Simeon and Levi are brothers. Instruments of violence are their wares. My soul will not enter their secret council, let my honor not be identified with their assembly. For in their anger they killed a man, and through their willfulness they maimed an ox. Cursed be their anger for it is powerful, and their fury for it is cruel. I will divide them throughout Jacob and scatter them throughout [the land of] Israel\u201d (Genesis 49:5-7).\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Jacob\u2019s problematic \u201cblessing\u201d links the two tribes. Both tribes are told they would be scattered. That is exactly what happens. The text in Joshua also matches the blessing of Jacob. Simeon is scattered in the tribe of Judah. The very next blessing in Genesis is to Judah. Simeon and Levi are linked in Jacob\u2019s blessing, and chapter 20 details the cities of the Levites. This could be the subtle way of the text hinting at the real reason why these two tribes are Whether a glossy trail snaking through a rusty desert landscape, a deep blue stream cutting through a rainforest, or a crisp mountain spring of melting snow gathering pace on descent, a river is a source of nourishment. A river provides water, transport, food and life for the people, animals and plants along its course. A river carves the landscape, forming wadis and trails and valleys and caves. Yet, while a river\u2019s impact on the landscape may seem fixed, a river is on a perpetual journey. A river flows from icy mountain tops, tumbles down spectacular waterfalls, gurgles through towns and cities, farmland and forest, until it reaches the sea and is swallowed up by the wild and unforgiving ocean.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The Hebrew word <\/span><em><span style=\"font-weight: 400;\">nachal<\/span><\/em><span style=\"font-weight: 400;\"> describes a torrent of rushing water, a strongly flowing stream, a river. As we read the Book of Joshua, Joshua leads the people of Israel across the river Jordan, into the land of Canaan, the land that God had promised them. Joshua divides up the land, granting each tribe their portion, their inheritance, their <\/span><em><span style=\"font-weight: 400;\">nachalah<\/span><\/em><i><span style=\"font-weight: 400;\">.<\/span><\/i><span style=\"font-weight: 400;\"> And after this process is complete, Joshua receives a reward: \u2018When they had finished dividing the land for inheritance by their borders, the people of Israel gave an inheritance to Joshua the son of Nun among them\u2019 (Joshua 19:49). Joshua is granted his own portion of the land, his<\/span><em><span style=\"font-weight: 400;\"> nachalah<\/span><\/em><span style=\"font-weight: 400;\">, his inheritance.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The Hebrew word for inheritance stems from the same root letters as river: <\/span><em><span style=\"font-weight: 400;\">nun<\/span><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">chet<\/span><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">lamed<\/span><\/em><span style=\"font-weight: 400;\">. This may seem puzzling at first. But an inheritance is not unlike a river. Both are things that can easily slip through our fingers. Both can be temporarily ours, but we are custodian, looking after it for future generations, rather than owner. We are the inheritors of our tradition. Jewish tradition exists, if we look after it, protect it, practice it, and pass it on to younger generations, just as earlier generations passed it to us.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Sometimes we have to ask, what is flowing to us? What have we let get swept away in the currents? Is there something holding us back from moving forward to where we need to be? Our tradition is like a river. It ebbs and flows. Indeed some of the places named therein continue to resonate today, including Tzar`ah and Eshta`ol (v. 40, which we will reencounter in the saga of Samson) and `Ir Shemesh (probably Beit Shemesh), which are well-known sites in the \u201ccorridor\u201d leading from Jerusalem westward to the coastal plain.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">For that matter, so is Sha`albin (42), today a kibbutz and yeshivah not far from Ben Gurion Airport. Yehud and B\u2019nai B\u2019raq (45) are exits on Israel\u2019s north-south Route 4, and even Gat Rimon (same verse) could be construed as an anagram of nearby Ramat Gan. The Yarkon River and Jaffa are mentioned as well (46) and while we would not expect a reference to Tel Aviv (which was built only in 1909!), vestiges of the Dan settlement survive in the name of the region in which Tel Aviv is situated (Gush Dan) and the fact that the bus cooperative that serves Israel\u2019s largest city is likewise named Dan.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The chapter, however, also includes an account of how Dan conquered a northern site named Leshem, slew its inhabitants, and renamed it Dan, after their eponymous ancestor (47). Curiously, an identical account, occurring after the death of Joshua, is narrated in Judges 18:27 ff. (save for the substitution of Layish for Leshem, a change that can be accounted for in Hebrew philology). If the tribe of Dan waged but a single campaign of conquest, why are there two iterations, and if its conquest of Leshem was not part and parcel of its divinely ordained allocation, how was it justified? Medieval exegetes addressed both issues.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Rashi wrote that \u201cAt this point, they took only a small portion, but the lot also fell for them in another place which was distant from their boundary.\u201d It was only after the other tribes completed the conquest of the intervening territory that Dan was able to move northward and conclude its own settlement. Even this technical text about land distribution is full of energy: we find movement everywhere. Look at the land given to the tribe of Zebulun (verse 10) - the lot cast to indicate that they get the third piece of land 'rises up' or emerges; in the next verse, the same verb is used for the boundary around their territory, it 'rises up' and (I can picture it!) snakes out towards the west until it bumps (\"vayifga\") into the dry wadi of Yokneam. <\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">To the east, it hungrily returns \"towards the sun,\" before \"rising\" again at Yafia. This process is repeated six times for the six remaining landless tribes - and I can just picture in my mind the borders winding around the country, around towns with half-familiar names, through valleys, up mountains, and down to the sea. By the end of the chapter, only Joshua himself is left without a place to call home, and he, too, is given the city of Timnat-Serah for himself. We'll hear about some of these places again in the book of Judges.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">I would like to reflect, however, on a tension in these chapters. On one hand, there is something very fixed about borders and boundaries. Borders represent the law, the limits of self-identification; they are absolute and indisputable. Our world today is obsessed with them - read the newspaper for three minutes to see that this is true. <\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">On the other hand, how are these boundaries decided? By chance! The seven tribes in this chapter and the previous one put their names into a lottery, and let Joshua and Eleazar pick randomly. Even the more intentional conquest by Dan, in verse 47, is fairly random: they lose part of their territory so they pick another one by chance, happen to emerge victorious in battle, and rename the new land 'Dan'. These stories challenge the narrative we have, of everything making sense and coming around for a purpose.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">We're reading this not so far away from the festival of Purim, where a similar tension plays out. Remember, the lots used by Joshua are the same as the lots used by Haman to decide when to exterminate the Jews - the Hebrew word <\/span><i><span style=\"font-weight: 400;\">'goral'<\/span><\/i><span style=\"font-weight: 400;\"> is replaced by the Persian word <\/span><i><span style=\"font-weight: 400;\">'pur'<\/span><\/i><span style=\"font-weight: 400;\">, which gives the Purim holiday its name. There too, we see a parody of the absolute power of law. King Ahasuerus makes ridiculous laws to subjugate women, to honour his supporters, and to kill the Jews. But when Esther reveals herself to him as a Jew, he claims that the law is absolute - whatever the King has decreed is irrevocable! So he makes a new law to let the Jews fight back.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">On Purim, we accept the ridiculousness of the absolute, the parody of power, and we can put laws into a healthier perspective. Simeon did not receive an independent allotment but was federated with his larger and more powerful brother. Simeon's portion consisted of a series of towns found within Judah's southern reaches, the arid and mostly barren Negev (literally \"dry land\"). <\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">We are struck by the correspondence between our account and an ancient tradition. We must turn to patriarch Jacob's blessings to his children from his deathbed, as recorded towards the end of the Book of Genesis. While each one of the sons merited his father's acclaim, Simeon and Levi were singled out for censure. Jacob recalled his sons' brutal attack on Shekhem (Gen. 34) and pronounced sentence upon them: \u201cSimeon and Levi are brothers; weapons of violence are their legacy... I will divide them in Jacob and I will scatter them in Israel\u201d (Gen. 49:5-7).<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Jacob's ancient words now come to pass, for the tribe of Simeon never receives a clearly delineated portion of land in Canaan and instead is dispersed among the southern cities of the tribe of Judah. For comparison, we may note that the tribe of Levi received an even more diffuse inheritance, for the population of that tribe was settled in assigned Levitical cities that were scattered throughout the land. <\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The border descriptions of the Book of Joshua, while never stating the matter explicitly, provide us with a foundation principle in Tanakh: The moral choices made by the individual human being reverberate not only during his or her lifetime, but far into the future as well. Often the effects of our actions seem to us to become more muted and insignificant with the passage of the years, certainly over the course of the generations, but the Tanakh intimates that this is not necessarily the case. The seeds that we unwittingly plant during our ethical interactions with others sprout, take root, and flourish over an extended period of time and often mature in a most unexpected fashion. <\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">While an appreciation of the final outcome must escape us because our life spans are so brief, from the perspective of the Eternal One, which the Tanakh aims to provide, the connections are obvious.<\/span><\/p>\r\n<p><i><span style=\"font-weight: 400;\">Joshua: The Challenge of the Promised Land <\/span><\/i><span style=\"font-weight: 400;\">(Jerusalem: Koren, 2015); The last to receive its allotment is the tribe of Dan (Joshua 19:40-48). The original allotment given to Dan was apparently an enclave on the central coast of Canaan. But then our text adds a corrective historical note: \u201cThe territory of the Danites slipped from their grasp. So, the Danites migrated and made war on Leshem. They captured it and put it to the sword; they took possession of it and settled in it. And they changed the name of Leshem to Dan, after their ancestor Dan\u201d (verse 47). That the Danites lost control of their initial inheritance to the Amorites is related later, in the Book of Judges (1:34-35). And how the Danites relocated by conquering the Canaanite town of Leshem, is related in detail even later (see Judges, Chapter 18), where the Canaanite name of this town is given as Laish. The Israelite city of Dan was located on the northeastern side of the territory of Naphtali, in what is today referred to as the Galilee Panhandle (or \u201cFinger of the Galilee\u201d).<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The subsequent importance of Dan is demonstrated by the phrase \u201cfrom Dan to Beersheva\u201d employed nine times in the Bible to indicate the north-south borders of \u201call the Israelites\u201d (see for example, Judges 20:1). The town of Dan joined with the other northern Israelite tribes as part of the United Monarchy under the first two kings of Israel, Saul and David. But, on the accession of Rehoboam, David's grandson, in about 930 BCE, in what became the Southern Kingdom of Judah, Dan joined with the northern tribes in what became the Northern Kingdom of Israel. When Jeroboam became the first king of this separate kingdom, he \u201cmade two calves of gold, and said to the people, \u2018It is too much for you to go up to Jerusalem. Here are your gods, O Israel, which brought you up from the land of Egypt!\u2019 And he set up one in Bethel, and the other he put in Dan. Now this thing became a sin, for the people went to worship before the one as far as Dan\u201d (I Kings 12:28-30).<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">In our day, <a href=\"https:\/\/www.teldanexcavations.com\">Tel Dan<\/a> has become one of the most important archaeological sites in Israel<\/span><span style=\"font-weight: 400;\">. Among the most important discoveries there are: the only surviving monumental temple complex from the Northern Kingdom of Israel, a Hellenistic inscription from the later phase of this cultic complex with a text in Greek and Aramaic, which includes the words: \u201cTo the god who is in Dan\u201d, and a 4000 year-old Canaanite mud-brick gate that preserves the earliest intact archway in the world. Most importantly, at the site of the ancient city of Dan was found the much discussed ninth century BCE \u201cKing David Stele\u201d, which preserves the oldest textual reference to the historical King David! Why did the tribe of Simeon receive a portion inside the tribe of Judah? What happened to the partition plan of the previous chapter? Verse 9 proposes a partial answer, but see also the views of commentators and researchers.<\/span><\/li>\r\n\t<li style=\"font-weight: 400;\"><i><span style=\"font-weight: 400;\">Fortified towns<\/span><\/i><span style=\"font-weight: 400;\">. In the portion of Naftali, in addition to regular towns, the text notes \u201cIts fortified towns were Ziddim, Zer, Hammath, Rakkath, Chinnereth\u2026\u201d (verse 35), which remain a puzzle.<\/span><\/li>\r\n\t<li style=\"font-weight: 400;\"><i><span style=\"font-weight: 400;\">Beit Shemesh - Many Houses of Suns<\/span><\/i><span style=\"font-weight: 400;\">. Verse 47 tells a shortened version of a story that will be told in greater detail in another 23 chapters (Judges 18). The Danites moved north to the region of the sources of the Jordan, and there conquered Leshem (=La\u2019ish). \u201cSo the Danites migrated and made war on Leshem. They captured it and put it to the sword; they took possession of it and settled in it. And they changed the name of Leshem to Dan, after their ancestor Dan.\u201d<\/span><\/li>\r\n\t<li style=\"font-weight: 400;\"><i><span style=\"font-weight: 400;\">At the command of the Lord.<\/span><\/i><span style=\"font-weight: 400;\"> Everything, actually. Even Joshua\u2019s personal portion. Joshua requested. God granted. And the Israelites confirmed: \"\u2026the Israelites gave a portion in their midst to Joshua son of Nun.
