The chapter begins with the Levites approaching Joshua and Elazar the High Priest, but Joshua and Elazar are not the ones who give out the cities at all. In fact, it seems like there is a contradiction: \u201cSo the Israelites, in accordance with the L<\/span><span style=\"font-weight: 400;\">ORD<\/span><span style=\"font-weight: 400;\">\u2019s command, assigned to the Levites, out of their own portions, the following towns with their pastures\u201d (verse 3). Verse 3 makes it seem like the tribes gave the cities. But the next verse says there was a lottery: \u201cThe [first] lot among the Levites fell to the Kohathite clans\u201d (verse 4). Which is it?\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Most likely this was a three-step process. The first step was back in Deuteronomy when Moses promised that the Levites and priests would be entitled to cities scattered throughout the land. The purpose of this scattering was to make sure that representatives of the temple\/Mishkan were spread throughout the land and not just concentrated in one area. It allowed the priestly class to focus on their Temple service, and was also a way to make sure that the priestly class was always reliant on the various tribes around them. At the same time, each tribe, through the laws of tithes, were responsible for supporting the priestly class.\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">That brings us to step two. Each tribe was given the task of donating a certain number of cities to the Levites. This way, the tribes had a direct interest in this process, and these were not simply cities mandated by God. Then, step three: once these cities were \u201cdonated,\u201d Joshua had a lottery to determine which families would live in which city. For him, man's highest calling is not the service of the earth or the pursuit of its bounty; these are only the means to an end. Fortunate is the man who is able to transcend them, casting off the petty concerns that consume the majority of our lives and distract us from our true calling: to serve God and to comprehend His ways. <\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">According to Maimonides's reading, the Levites represent an ideal that ought to inspire every man in every place at every time, in spite of the fact that the practice of the Levitical cities has been dormant for thousands of years. But the life of a biblical Levite is often a life of subsistence, for though God never fails to provide, He rarely enriches. The Levite's goal, however, and by extension the goal of every thoughtful person, ought not to be material excess that breeds spiritual torpor, but rather sufficiency, contentment, and the ultimate meaning that only awareness of God can bestow. The designation of the Levitical cities was the first attempt in human history to foster not the rejection of the world or its debasement, but rather a more profound understanding of what ought to be our ideal relationship towards it. The prophet Malachi expressed the matter best:<\/span><\/p>\r\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">My covenant was with him, the life and the peace, and I gave them to him to revere Me, for before My name he shows deference. True teaching was in his mouth and there was no iniquity upon his lips; he walked with Me in peace and honesty and turned many away from transgression. For the lips of the priest preserve knowledge, and guidance shall be sought from him, for he is like an angel of the Lord of hosts. Everything was fulfilled (<\/span><i><span style=\"font-weight: 400;\">hakol ba<\/span><\/i><span style=\"font-weight: 400;\">)\" (verses 44-45).<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Everything \u2013 everything! \u2013 was fulfilled. When had that ever been claimed before? When could it ever be claimed again? It seems like such a wonderful denouement to a book filled with warfare and violent conquest.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Too bad this isn't the last chapter in history. Or the last chapter in the Bible.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Or even the last chapter of this book.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">For immediately following, in the remaining chapters of Joshua, it is described how there are still enemies, how they can lead the people into moral turpitude, and how much remains to be done. Indeed, a mere four chapters hence, the Book of Judges will begin: \"After the death of Joshua, the Israelites inquired of the LORD, \u201c'Which of us shall be the first to go up against the Canaanites and attack them?'\u201d<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">And from the stories there, from the beginning to the end, we see that we don't need amoral Amorites or conniving Canaanites to lead the Israelites astray. They seem to do that just fine on their own.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Historians claim that much of the Book of Joshua that speaks of total conquest and rampant dispossession was a sort of historical fantasy \u2013 that much of the reported victories never occurred, and that most of the peoples listed continued to exist alongside the Israelites. This may have been a geopolitical challenge for the ancient Israelites, but is a sort of cold moral comfort for many liberal moderns who are discomfited by the book's, how shall we put it? Not exactly multi-culti vibe\u2026<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">So these lovely verses too may have been a sort of fantasy of finally being at rest, at peace \u2013 with all our prayers and hopes, all our wishes and needs, fulfilled, with nothing to do but sit under our collective vines and fig trees.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Sound boring? The Levites have to find their place in society. Their portion is last, by definition, because Levi was destined to be a guest tribe, living on the margins. Only once the other tribes were settled could they become hosts.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">It is worth reflecting on the role and function of these Levites, and perhaps to think what they have to teach us today. In fact, teaching us is one of the prime functions of this tribe - \u201c<\/span><i><span style=\"font-weight: 400;\">They shall teach Your laws to Jacob, and Your instruction to Israel<\/span><\/i><span style=\"font-weight: 400;\">\u201d (Deuteronomy 33:10). And like any liminal figure living on the boundary of society - inside and outside of daily life, inside and outside of the sacred space - they can teach us more than those in the centre about what sacred and \u2018normal\u2019 mean.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">In one passage in the Torah, when the Levites are \u2018dedicated\u2019 to the (temporary) Temple and take on their special role as assistants there, God says that they are \u201c<\/span><i><span style=\"font-weight: 400;\">given, given to Me from among the Israelites<\/span><\/i><span style=\"font-weight: 400;\">\u201d (Numbers 8:16) The commentator Rashi cites a midrashic explanation for the repetition of the word, explaining \u201cThey are given to carry, and given to sing.\u201d I imagine them as muscular poets, or as warrior dervishes: various descriptions throughout the 929 chapters of the Bible have them carrying the Tabernacle from place to place, as zealous fighters in the name of God, as singing psalms to accompany the Temple worship, and helping out their priestly cousins in their ritual roles. At the end of the book of Judges, we\u2019ll read of a maverick Levite who was hired to serve an idol, and in Ezra (8:16), we\u2019ll see that some of the Levites didn\u2019t seem so keen to return from exile. The Levites aren\u2019t perfect holy men, but they neither are they part of regular society. Margins!<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The Levites had no property or land of their own, and subsisted on the taxes, the tithes, given to them by their fellow Israelites. This is the background to our chapter here. The 48 cities given to them allowed them to spread out, to collect these gifts from the farmers of the other tribes, and to become a link between the people and the ritual-locus around the Tabernacle, and later in Jerusalem.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">I suggest we can learn from them, because every exception (in midrashic logic) has something to teach us about the seemingly non-exceptional cases. Let us learn from the Levites the freedom of landlessness, of wandering, of trust. Let us learn the power of music that accompanies, supports, invites and creates. Let us learn the strength that only matters when given away, supporting spiritual structures. Since the tribe of Levi received no allocation of its own (\u201cthe Lord is his allocation,\u201d Deut. 10:9, 18:2), each of the other tribes ceded some its own cities to Levi.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The detailed parceling out of these cities indicates that the guiding principle of their distribution\u2014as noted here by Rashi\u2014was \u201cTake more from a larger [portion] and less from a smaller [portion], each according to his inheritance shall give of his cities to the Levites\u201d (Numbers 35:8). So the tribes of Judah, Simeon, and Benjamin gave 13 (v.4); Ephraim, Dan, and half of Manasseh gave 10 (v.5); Issachar, Asher, Naftali, and the other half of Manasseh gave 13 (v.6); and Reuben, Gad, and Zebulun gave 12 (v.7).<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">On the Levitical end, the clan of Kehat received 10 cities (v.26), Gershon 13 cities (v.33), and Merari 12 (v.38). But that adds up to only 35 cities, leaving a balance of 13. The resolution to our conundrum comes as a surprise: 13 cities were allocated directly to another clan of Levites, the sons of Aaron (v.19).<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">One of these cities, Anatot (v.18), was to become the home of the Prophet Jeremiah (Jer. 1:1). Another, Gibeon (v.17), reminds us that its indigenous inhabitants were assigned to everlasting service in \u201cthe House of the lord\u201d (Joshua 9:23). Curiously, Nob, the only city to be explicitly called a \u201cpriestly city\u201d (1 Samuel 22:19; according to rabbinic tradition, Nob housed the Tabernacle for 13 years), is not listed in our chapter, leading to speculation that it was not an independent city but an adjunct of Anatot (cf. Caleb acted to get what was promised to him (ch. 14), the daughters of Zelophehad also reminded the powers that be what they had been promised (chapter 17), God ordered the establishment of the cities of refuge (chapter 20), and the heads of the Levites made sure that the law of the levitical cities would be put into practice.<\/span><\/li>\r\n\t<li><i><span style=\"font-weight: 400;\">Does everyone get<\/span><\/i><span style=\"font-weight: 400;\">? Were the levitical cities divvied up equally among the tribes? The tribe of Reuben doesn\u2019t appear in our chapter, but the levitical cities that were designated from his territory appear in I Chronicles, chapter 6, and also in the Septuagint translation to our chapter. <\/span><\/li>\r\n\t<li><i><span style=\"font-weight: 400;\">And what about - Caleb<\/span><\/i><span style=\"font-weight: 400;\">? Who got Hebron in the end? The priests, or Caleb ben Yefuneh? See verses 11-12 for the clarification.<\/span><\/li>\r\n\t<li><i><span style=\"font-weight: 400;\">Buy one, get one free<\/span><\/i><span style=\"font-weight: 400;\">.
