This continues the trend of setting up these two tribes as conflicting leaders of the nation. In this very brief chapter there are two interesting points. The first is that Menashe is not referred to as half the tribe of Menashe here, even though the narrative is referring to the half in Canaan. The second is that Ephraim had some cities designated within the territory of Menashe. These may be linked.

Reuben and Gad approached Moses to live on the other side of the Jordan, and Moses also allocated some of that land to half the tribe of Menashe in order to link the outer tribes with those in the land itself. That only works if the tribe of Menashe is still considered one tribe. This is probably why Menashe is kept whole here. The idea is that this inside-the-land Menashe is part of the larger Menashe tribe and should not be considered separate. Ephraim’s cities also serve the same function. Just like Moses linked the outer tribes to the inner ones with Menashe in both, the lottery connects Ephraim to his brother with overlapping cities. In this way the tribe(s) of Joseph, although split into three, is linked together as one, unifying them as a counterweight to the tribe of Judah.

"1536x1536":"https://wp.929.org.il/wp-content/uploads/2019/02/Num32-12_Tribes_of_Israel_Map.png","1536x1536-width":800,"1536x1536-height":1218,"2048x2048":"https://wp.929.org.il/wp-content/uploads/2019/02/Num32-12_Tribes_of_Israel_Map.png","2048x2048-width":800,"2048x2048-height":1218
"1536x1536":"https://wp.929.org.il/wp-content/uploads/2019/02/Num32-12_Tribes_of_Israel_Map.png","1536x1536-width":800,"1536x1536-height":1218,"2048x2048":"https://wp.929.org.il/wp-content/uploads/2019/02/Num32-12_Tribes_of_Israel_Map.png","2048x2048-width":800,"2048x2048-height":1218
Just How Many Bethel’s Are There? Later, on his return from Egypt, “He continued on his way from the south towards Bethel where his tent had been previously, between Bethel and the Ai. Indeed, the aggadah (quoted by Rashi, Genesis 28:17), has Jacob, having initially bypassed the site on his way from Beersheba to Haran, say, rhetorically, “Could I have passed by a place where my ancestors prayed and not have paused to pray there myself?”

There is another Bethel in the biblical future. It went on from Bethel (i.e.to Luz) … ending at the Sea” (verses 1-3).

In the midst of this meticulous geographic mapping, one city stands out, according to both biblical and rabbinic tradition. Bethel (Beit-El) was the place near where Abram stayed and built an altar on his way to Egypt and on his return (Genesis 12:8, 13:3). Later Jacob, fearing the wrath of his brother Esau fled there, dreams of a ladder stretching from Heaven to Earth with angels ascending and descending. Standing above is God, who promises Jacob the land of Canaan. When Jacob awakes he cries out: “‘How awesome is this place! This is none other than the house of God. This is the gate of heaven… ‘ He called that place Beit-El [House of God], though the city used to be called Luz” (see also Genesis 28:10-18, 35:6-8).

Significantly, “Luz” is also the Hebrew word for hazelnut (or almond, see Genesis 30:37). Because of the physical similarity of this nut to a human bone, its name became the Hebrew term for the “tail-bone” (coccyx) at the base of the spine. This small bone was regarded by the Rabbinic Sages and others as “indestructible”, in that it was said to never decay like the rest of the post-mortem remains and from which the new human body will be formed at the time of resurrection (Genesis Rabbah 28:3 and parallels). This chain of associations led to the Talmudic tradition (Talmud Bavli Sotah 46b) that the Angel of Death cannot take the life of those living in the city of Luz. Elsewhere (Sanhedrin 97a), the city of Luz is referred to as Kushta’ (“Truth” in Aramaic), for no one there died unless they did not tell the exact truth.

The very human aspiration for finding a utopian “City of Immortality” finds expression in the Far-Eastern legend of Shangri-La, made popular in the West through the 1933 novel Lost Horizon by the English writer James Hilton (and 1937 movie directed by Frank Capra), in which Shangri-La is depicted as an imaginary lamasery located high in the mountains of Tibet. These two tribes, Judah and Joseph, were the most important in ancient Israel. Their pivotal roles were already indicated by the arrangement of the camp of Israel, during the peregrinations in the wilderness.

During that period, Judah and its associated tribes of Issachar and Zebulun were arrayed on the prestigious eastern flank, along the axis of approach to the Tabernacle (see Num. 2:1-9, 3:38). The Joseph encampment, in contrast, composed of the tribes of Ephraim, Menashe, and Benjamin, was positioned on the western side of the Tabernacle (2:18-24), opposite the sacred enclosure of the Holy of Holies (3:23-26). In effect, the Tabernacle was bracketed by these two tribes of Judah and Joseph, highlighting not only their importance relative to the other tribes, but also underscoring the tension concerning their conflicting claims to control over the sacred precinct and, by extension, to the exercise of authority and leadership over the nation.

In fact, much was suggested in this array that presaged the future destiny of the people of Israel. Israel's first king, Saul, hailed from Benjamin — a member of the Joseph camp. David, his nemesis and successor, was from Judah. Soon after the demise of his son Solomon, the ancient tribal rivalries resurfaced. The united kingdom of Israel dissolved, pitting Judah in the south against the kingdom of Ephraim or Israel in the north. And so, the people remained divided until the bitter end: the conquest and exile of the northern kingdom by the Assyrians followed by the destruction of Jerusalem and the kingdom of Judah some 150 years later by the Babylonians.

Both Joseph and Judah embodied dynamic leadership and ambition. Both brothers exemplified spiritual development and maturation, overcoming setbacks to triumph in the end.

In the Book of Joshua, the prominence of the two is awarded with expansive territories that are delineated ahead of any of the other tribes. But the fundamentals are to be found in the narratives of the Book of Genesis, where Judah is designated for leadership and Joseph for success. Initially, Joseph and Judah are pitted against each other as rivals, but in the end they are together responsible for reuniting the family of Israel and for ensuring its well-being in Egypt.
