So there is a degree of shock and surprise when chapter 14 opens by letting us listen in to a conversation between God and Joshua in which God reveals that much of the work remains to be accomplished: “You have grown old, you are advanced in years, and very much of the land still remains to be taken possession of (14:1).”

Can you imagine how disheartening that must have been. Should he?

Occasionally, people or nations arrive at an unanticipated moment and are forced to confront an unforeseen circumstance. Such a moment was reached in this chapter: “This is the leftover land, all the regions of the Philistines and the Geshurites” (v. 2). Up to this point, we assumed that the conquest of the entire Land of Israel was inevitable. In the immediately previous chapter, we noted the names of no fewer than thirty-one local chieftains whose locales were conquered by Joshua; now, all of a sudden, we discover that there are sizeable tracts of land that resisted takeover. The entire coastal plain from the Sinai Peninsula (“Teiman”) north to Lebanon (“Sidon”), the Anti-Lebanon Mountains (that form the present day border between Syria and Lebanon) up to Mount Hermon, and what appear to be parts of the Galilee, all remained in the hands of the Philistines, Geshurites, and Canaanites.

In other words, significant parcels of land held out against the Israelites. The Geshurites “continued to live among the Israelites down to this very day” (v. 13)* and the Philistines would remain a thorn in their side throughout the era of the Judges (Samson) and the early monarchy (Saul). Indeed, the reference to a thorn reminds us that the Torah had foretold this, warning: “If you fail to remove the inhabitants of the land before you, those who remain will become thorns in your eyes and spikes in your sides” (Numbers 33:55). Conceivably, the reason for this setback could be related to the Israelites’ lack of strict obedience to God’s rules of warfare, as exemplified by the incident of the spoils of Jericho (discussed in Chapter 7).

The immediate problem, though, concerned apportioning the land amongst the nine and one-half tribes (v. 7) who had received no distribution east of the Jordan (v. 8 ff.). Was Joshua to limit its dispersal to the territory he actually controlled? Could he, realistically, distribute land that remained unconquered? God gave him an unambiguous answer: “I will evict them before Israel; go ahead and make it part of the land-lottery as I instructed you” (v. 6). It appears, once again, that we have arrived at a conjunction of national effort and reliance on divine intercession (see our comments to chapters 6 and 11).

*See our comments on “this very day” in chapter 9.

Image: 1759 map of the tribal allotments of Israel / wikimedia

"1536x1536":"https://wp.929.org.il/wp-content/uploads/2019/04/jo13-canaan.jpg","1536x1536-width":800,"1536x1536-height":670,"2048x2048":"https://wp.929.org.il/wp-content/uploads/2019/04/jo13-canaan.jpg","2048x2048-width":800,"2048x2048-height":670
Could Joshua distribute land that remained unconquered? The areas of Israelite conquest and settlement were concentrated in the Canaanite hill country, the sparsely populated ridge that runs the length of the land from the arid Negev in the south until the fertile Jezreel Valley towards the sea of Kinneret northwards. The coastal plain and the fertile valleys southwest of the Kinneret, which were inhabited by the Canaanites, could not be conquered militarily.

While a superficial reading of the first half of the book may leave the impression that Israel under the leadership of Joshua succeeded in conquering the entire Canaanite population in short order, a more careful study indicates that this was not the case. Though Israel achieved impressive victories over the Canaanite military alliances and even took many of their towns in battle, the results were tenuous. Only by following up their victories with settlement of the land, a drawn-out process that was scarcely unfolding even after the smoke of the battles had long since cleared, could the people hope to possess it. This, in fact, was the core of God's message to the aging leader, as the cycle of wars was coming to an end while Israel's hold on the land was far from firm:

You have become old, advanced in years, but much of the land remains unsettled. This is the land that remains.... I will drive them out before the people of Israel. Only assign it to Israel according to lot, as I have commanded you. (Josh. 13:1-6)

God indicated to Joshua and to the people what every victorious general realizes and what had become apparent to the Israelite forces by virtue of their own experience: Conquest of territory does not equal its possession. While the former is a function of more advanced weaponry or superior strategy, the latter depends upon establishing a permanent presence of one's population. The former is quick and decisive, while the latter is protracted and often plagued by setbacks. While Joshua was singularly successful at the first task, God informs him that the second task, settlement of the land, will not be completed during his lifetime. God therefore bids Joshua while he yet lives, to formally assign the territory of Canaan to the tribes by lot, though the land will not be populated by Israelites until much later when they finally achieve hegemony.

from: Joshua: The Challenge of the Promised Land (Jerusalem: Koren, 2015);
