This chapter serves a double purpose. The first is to recount the travels, but the second is to provide background for how the people should act towards the nations that surround the land. The seven nations in the land are supposed to be conquered. But what about those around the perimeter? For them, God has a different plan. Three of the nations are given special protection- Ammon, Moab, and the children of Esau. Esau is protected based on the blessing that Isaac granted Esau after Jacob was given the first born blessing. Ammon and Moab are the descendants of Lot and his daughters. God protects their land because of Lot\u2019s connection to Abraham. All the other nations surrounding the land are fair game. God even pulls the old \u201charden his heart\u201d trick from Pharaoh in Egypt to provoke a war between the Israelites and Sihon.\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Two interesting things about the familiar descendants. The first is that the promise to not provoke Moab at first seems out of place given what happened with Balaam and Balak, king of Moab. But this may explain why God demands revenge against Midian only, and not Moab. \u201c\u2019Avenge the Israelite people on the Midianites; then you shall be gathered to your kin\u2019\u201d (Num. 31:2),\u00a0 even though Moab was involved in the initial planning:\u00a0<\/span><\/p>\r\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">Moab was alarmed because the people were so numerous. Moab dreaded the Israelites, and Moab said to the elders of Midian, 'Now this horde will lick clean all that is about us as an ox licks up the grass of the field.' Balak son of Zippor, who was king of Moab at that time...\u201d (Num. 223-4).\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The second point is that the Israelites will not always remain peaceful with the descendants of Esau. The proclamation in this chapter by God that he will grant the Esauites the land of Seir because of the blessing of Isaac also has a hidden warning. Recall that Isaac\u2019s blessing was that when one will rise the other will fall. At this point, Israel is on the rise. They are powerful and have the ability to subdue Esau, but God says no. Moses is told explicitly that the kingdoms of the descendants of Esau (v. 4-5,) Moab (v. 9,) and Amon (v. 19) are not to be disturbed by the Israelites because these lands have been given by God as an \u201cinheritance\u201d to the relatives of \u201cthe Chosen People,\u201d a phenomenon summarized in Deut. 32:8: \u201cWhen the Most High gave nations their homes, and set the divisions of humanity\u2026\u201d<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Moses was then told that the land ruled by Sihon was \u201cfair game,\u201d and the Israelites can fight with his forces and take his land (v. 31.)\u00a0 The defeat of Sihon directly led to the Reubenites and the Gadites desiring this land as pasture for their herds\u2014see Numbers 32.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The events in \u201creal time\u201d are recorded in Num. 21:21-5. But Moses adds a detail in his recapitulation of this war in Deuteronomy that wasn\u2019t mentioned in Numbers:<\/span><\/p>\r\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">But Sihon would not let Israel pass through his territory. Sihon gathered all his troops and went out against Israel in the wilderness. He came to Jahaz and engaged Israel in battle. But Israel put them to the sword, and took possession of their land (Num. 21:23-4).\u00a0<\/span><\/p>\r\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">But King Sihon of Heshbon refused to let us pass through, because God had stiffened his will and hardened his heart in order to deliver him into your power\u2026\u00a0<\/span><span style=\"font-weight: 400;\">And our God delivered him to us and we defeated him and his sons and all his troops (Deut. 2:30, 33).<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Unlike in Numbers, in Deuteronomy, Moses presents God\u2019s involvement with Sihon as paralleling what the Jews experienced with Pharoah towards the end of their time in Egypt. While during the first five Egyptian plagues, the Tanach states that Pharoah \u201chardened his own heart\u201d\u2014Exodus 7:22; 8:11, 15, 28; and 9:7\u2014with regard to most of the latter plagues, God is mentioned as being directly involved in not allowing the Egyptian potentate to grant Moses\u2019 demands - Ex. 12, (<\/span><i><span style=\"font-weight: 400;\">34<\/span><\/i><span style=\"font-weight: 400;\">); 10:20, 27.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">It appears that while free choice was granted to all human beings upon their creation, this quality could be suspended by the Divine for particular leaders who played key roles in the evolution of God\u2019s plans for the world and His people. This is not only evidenced in the self-destructive actions of non-Jewish rulers, such as Pharaoh and Sihon, but even Jewish advisors to rebellious individuals:\u00a0<\/span><\/p>\r\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">Absalom and all Israel agreed that the advice of Hushai the Archite was better than that of Ahithophel.\u2014The L<\/span><span style=\"font-weight: 400;\">ORD<\/span><span style=\"font-weight: 400;\"> had decreed that Ahithophel\u2019s sound advice be nullified, in order that the L<\/span><span style=\"font-weight: 400;\">ORD<\/span><span style=\"font-weight: 400;\"> might bring ruin upon Absalom (II Samuel 17:14).<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">It would seem that Jews as a nation are allowed by God to \u201clearn the hard way\u201d from their errors; however, leaders are not necessarily given the same leeway, and when they choose incorrectly in a manner that will affect the course Though they will be afraid of you, be very careful not to provoke them. For I will not give you of their land so much as a foot can tread on; I have given the hill country of Seir as a possession to Esau (Deut. 2:1-6). <\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The Midrash (Tanhuma Buber, Addition to Parashat Devarim 3; Song of Songs Rabbah 1:36 -- 1:3.5) elaborates on this biblical warning that the Israelites should not \u2013 at least at this time \u2013 engage their kinsmen, the descendants of Esau (the brother of Jacob) in military conflict. A homily in typical <\/span><em><span style=\"font-weight: 400;\">petikhta<\/span><\/em><span style=\"font-weight: 400;\">, \u201cproem\u201d form, opens with a seemingly unrelated verse, here from the Song of Songs (2:7): \u201cI adjure you, O Daughters of Jerusalem\u2026\u201d. To midrashically link this verse to the warning against military conflict in our Chapter, our midrash continues: Rabbi Levi said, \u201cI adjure you\u2026\u201d is repeated four times (in the Song of Songs, see also 3:5, 5:8 and 8:4) to warn against engaging in military conflict with any of the Four Kingdoms (that have ruled over Israel \u2013 Babylonia, Media\/Persia, Greece, Rome [i.e. Edom, the descendants of Esau]\u2014see Daniel 7:1, Leviticus Rabbah 13:5). <\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">But this warning may be understood as addressed not only specifically to the \u201cDaughters of Jerusalem\u201d (Benot Yerushalayim). For this expression can be read \u201cBonot Yerushalayim\u201d \u2013 those [women!] who build up Jerusalem. And, to what extent will Jerusalem be \u201cbuilt up\u201d? In the future the Holy One, blessed be He, will make Jerusalem into a \u201cMetropolin\u201d [i.e. metropolis -- a Greek loanword meaning originally \u201cmother-city\u201d] for the whole world [compare Philo, In Flaccum 46, Legatio 281]. <\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">And indeed, this process seems already to have begun, as it were, in our day. The Israel Central Bureau of Statistics regards \u201cGreater Jerusalem\u201d -- officially termed a \u201cMetropolin\u201d -- encompassing the core city of East and West Jerusalem and its surrounding suburban areas. So perhaps the day is not far off when Jerusalem will indeed become the worldwide \u201cMother-City\u201d that \u201cunto it shall flow all nations\u201d (Isaiah 2:2).<\/span><\/p>\r\n<p><span (Deut. 2:4\u20135)<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Something of deep consequence is being intimated here. <\/span><i><span style=\"font-weight: 400;\">The choice of Jacob does not mean the rejection of Esau.<\/span><\/i><span style=\"font-weight: 400;\"> Esau is not chosen, but neither is he rejected. He too will have his blessing, his heritage, his land. He too will have children who become kings, who will rule and not be ruled. Not accidentally are our sympathies drawn to him, as if to say: not all are chosen for the rigours, spiritual and existential, of the Abrahamic covenant, but each has his or her place in the scheme of things, each has his or her virtues, talents, gifts. <\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Each is precious in the eyes of God.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">To be secure in my relationship with God does not depend on negating the possibility that others too may have a relationship with him. Jacob was loved by his mother, Esau by his father; but what of God, who is neither father nor mother but both and more than both? We can only know our own relationships; we can never know another\u2019s. Am I loved more than my brothers or sisters? Less? Once asked, the question must lead to sibling rivalry, <\/span><em><span style=\"font-weight: 400;\">but it is the wrong question and should not be asked<\/span><\/em><span style=\"font-weight: 400;\">. Love is not quantifiable: not a matter of more or less. Jacob is Jacob, heir to the covenant. Esau is Esau, with his own heritage and blessing. The people of the covenant must wrestle, as did Jacob, in the depths of the soul<\/span><span style=\"font-weight: 400;\"><br \/>\r\n<\/span><span style=\"font-weight: 400;\">to discover the face, the name and the blessing that is theirs.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Before Jacob could be at peace with Esau and with himself, he had to overcome mimetic desire, abandon sibling Moses too, aware that the past cannot be changed but that it can be remembered in a manner of his choosing. As Megillah 31b states, these are the words \u201cMoses spoke on his own,\u201d not channeling a message of God.\u00a0<\/p>\r\n<p>\u201cFear not and be not dismayed\u201d (1:21).\u00a0 Knowing these words of Moses have been spoken by him on his own and that they are directed as much at himself as at the people he has been leading, infuses them with more impact.<\/p>\r\n<p>Retaining control over a narrative, a life, or a long and painful history, can best be done by trying to live without fear, is Moses' central message here, and throughout the book to the moment of his own death at its end.\u00a0<\/p>\r\n<p>image: Lesser Ury, Moses on Mt. It represents Moses\u2019 renewal of the Sinai covenant with the next generation, who would soon enter the Promised Land and there create a covenant-based society.<\/p>\r\n<p>Accordingly, the parsha of Devarim opens with the first two elements of a covenant document: an introduction pinpointing the speaker and context (Devarim 1:1\u20135) and a historical overview of the events that led to the covenant and its renewal (beginning at 1:6).<\/p>\r\n<p>The introduction identifies time and place: the last weeks of Moses\u2019 life, with the people encamped by the banks of the Jordan. Moses recalls his appointment of leaders, the sending of the spies, and the people\u2019s crisis of faith that led to the forty-year stay in the wilderness. Moving to more recent episodes, he reminds the people of their victories over Moab and Ammon and the settlement of their land by the tribes of Reuben and Gad and part of Menashe. God distributes portions to all the peoples, not just to Israel. And when the settlement requires conquest - the battle is just, and successful. We see this in the history of the children of Esau, and the similarity to the (future?) history of Israel: \u201cSeir was formerly inhabited by the Horites; but the descendants of Esau dispossessed them, wiping them out and settling in their place, just as Israel did in the land they were to possess, which the LORD had given to them\u201d (verse 12).<\/span><\/li>\r\n\t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><em>Cousins<\/em>. The children of Esau. And be careful to keep your distance and not to threaten them (verses 4-6).<\/span><\/li>\r\n\t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><em>The ancient peoples<\/em>. The chapter tells us a bit about who came before - the names of each people, and even their stature (verses 10-12, 20-23).<\/span><\/li>\r\n\t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><em>Warriors<\/em>. That\u2019s what the text calls the generation who came out of Egypt and sinned with the sin of the spies and died in the desert (verses 14, 16). This epithet expresses the age (they are battle-worthy) but also may be hinting at their rebellious nature, and the confrontation between them and God \u201cIndeed, the hand of the LORD struck them, to root them out from the camp to the last man\u201d (verse 15).\u00a0<\/span><\/li>\r\n\t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><em>God said to me<\/em>. This appears 4 times in the chapter (verses 2, 9, 16 and 33).
