Why is this description added here then? Rashi initially explains that since the separation of the two kingdoms, there had not been this type of unified celebration. Over the intervening years, the northern tribes would sacrifice at the golden calves. Now, following the expulsion of the northern tribes, the remnant of the kingdom of Israel travel to Judah. This allows for the first unified celebration. But Rashi is not happy with this answer as it neglects the time period of David and Solomon. In the end, he reconciles this problem by explaining that the unique dimension here was not the unity of the nation, but the fact that Josiah was able to provide paschal lambs to each person who needed it.

Malbim explains that the difference here was that the personal bamot altars were finally removed from everyone’s home. During Josiah’s time everyone was pure.

Perhaps the answer is actually more of a big picture idea. With their fate sealed, Josiah is still able to gather the people together for one large Passover ceremony.
