The first four words are clear &#8211; my eyes shed streams of water. The second half literally translates as &#8220;because they did not obey Your Torah.&#8221; There is no obvious indication in the verse who &#8220;they&#8221; refers to. The JPS translators chose to interpret &#8220;they&#8221; as referring to men, meaning that David cries because he sees people who do not follow in God&#8217;s ways. Fascinatingly, the commentaries largely disagree with this translation. Many of them retain the more direct translation of &#8220;My eyes shed streams of water because they did not obey Your teaching,&#8221; and explain that &#8220;they&#8221; refers to David&#8217;s eyes! Thus the meaning of the verse is that David cries because his eyes saw things that he coveted, such as Bathsheba, and as a result he committed a sin. These two translations are quite different, yet they have one thing in common; they distance David from taking personal responsibility. Whether he is crying because other people do not follow God, or because his eyes led him astray, this verse lacks a meaningful assumption of responsibility for his own actions.
