Indeed, it is recited\u2014 actually sung in the German and Spanish-Portuguese liturgical rites\u2014before the <\/span><span style=\"font-weight: 400;\"><em>mincha<\/em> <\/span><span style=\"font-weight: 400;\">service on Shabbat afternoons. This is reinforced by the verbatim repetition, in vs. 4 and 6, of \u201cPeoples will praise You, O God; all peoples will praise You.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The commentary attributed to Rashbam states that \u201cThis psalm was composed [as a prayer] for rain and was recited in the Temple, and \u2018May He bless us\u2019 means the blessing of produce.\u201d Radak, however, connected it to \u201cthe ingathering of the exiles of Jerusalem,\u201d while Malbim assigned it to a different historical context and specific period:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It was composed on account of the famine that lasted three years during the reign of David that [God] attributed to \u201cSaul and his bloody household\u201d (2 Samuel 21:1) [referring to David\u2019s] turning seven of Saul\u2019s sons over to the Gibeonites to kill, after which God granted the land a respite (2 Samuel 24:25).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The references to \u201call peoples,\u201d according to Malbim, may be understood according to a midrash he cited to the effect that \u201cthe Sages reported that this prompted many to convert; seeing how God treated self-made proselytes [i.e., He made Saul\u2019s descendants pay for that king\u2019s unjustified slaughter of the Gibeonites, who were self-made converts], they feared Him and His just ways.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Malbim, especially sensitive to linguistic nuances, also distinguished between the otherwise synonymous terms <\/span><em><span style=\"font-weight: 400;\">goyim, `amim,<\/span><\/em><span style=\"font-weight: 400;\"> and <\/span><em><span style=\"font-weight: 400;\">l\u2019umim<\/span><\/em><span style=\"font-weight: 400;\">, explaining that the first are simply collectives of people, the second are collectives important enough to have kings ruling them, and the last are those nations that have a distinct religion, which is why they (alone) will \u201cexult and shout for joy\u201d over God\u2019s equitable justice
