Vs. 1-4 describe four horns that \u201ctossed Judah, Israel, and Jerusalem\u201d (2) and the smiths that fashioned them (3). Vs. 5-9 refer to a \u201cmeasuring line\u201d (5) that would delineate a rebuilt Jerusalem. Vs. 10-13 are a call to the exiles to return to Zion, and 14-17 are good tidings for that land and city.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The horns were\u2014most likely\u2014those of battering rams whose use against Jerusalem was foreseen by Ezekiel (4:2, 21:27). Their number, four, was regarded by the exegetes as representative of \u201cfour kingdoms\u201d that would subjugate ancient Israel: Chaldea, Babylonia, Persia and Medea (Kara), the subdivisions of the Hellenic empire after the death of Alexander (Eliezer of Beaugency), or Babylonia, Persia, Medea, and Greece (Radak).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A measuring line (<\/span><em><span style=\"font-weight: 400;\">chevel middah<\/span><\/em><span style=\"font-weight: 400;\">) was used by King David to mete out punishment to guilty Moabites (2 Samuel 8:2) and its use here, is strongly reminiscent of the \u201clinen cord\u201d with which the future Temple was measured in a vision of Ezekiel (40:3). (Indeed, the term <\/span><em><span style=\"font-weight: 400;\">middah<\/span><\/em><span style=\"font-weight: 400;\">\u2014for measure\u2014is quintessentially Ezekelian; 25 of its 55 appearances in Tanakh are in his book.) It is also identical to the line that God promised to apply to Jerusalem according to Zechariah\u2019s earlier prophecy (1:16).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the conciliatory theme of vs.10-13 seems to be belied by \u201cI have spread you out among the four winds of heaven\u201d (10), the fact that its continuation addresses \u201cZion, who dwells in Babylon\u201d (11) indicated to Radak that it should be understood as follows: Starting with the exile of the Ten Tribes, God had strewn Israel about the world. Now, the time had come for one segment, Judah, to return from its exile in Babylonia.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The vision beginning in v.14 incorporated the tidings that: \u201cIn that day, many nations will attach themselves to the LORD and become His people,\u201d which evokes a theme struck earlier by Isaiah (2:3, 14:1-2) and Jeremiah (12:16). This verse also marks the beginning of a multipurpose haftarah that serves both the <\/span><em><span style=\"font-weight: 400;\">sidrah<\/span><\/em><span style=\"font-weight: 400;\"> of Beha`alotekha and Shabbat Hanukkah, which share the centrality of the menorah that appears in a subsequent vision
