It is the Hebrew for “one accord”—shechem echad—that is the focus of our attention.

A shechem is a shoulder, and echad means one; indeed, the Aramaic Targum of Yonatan simply substituted the Aramaic words for “one shoulder” and rendered it as k’taf chad. Our question is: Just how does “one shoulder” come to signify uniformity of thought or deed? Rashi made no comment here, but he did comment on the only other appearance of this phrase—as part of Jacob’s blessing to Joseph: “I have given you shechem echad over your brothers” (Gen. 48:22), saying: “Shechem is a portion (chelek)” and even cites our verse as a prooftext. Arguably, sharing one portion, or piece, is a sign of accord. Rashi also cited Ps. 21:13: “You shall make [my enemies] into pieces,” which is also cited here by Ibn Ezra to arrive at the same conclusion, and is reflected in Radak’s “One portion, meaning of one heart or mind.”

Eliezer of Beaugency, however, leaned towards a more literal interpretation: “They will all put their shoulders to bear My yoke of service,” and so did Malbim: “Then they shall serve Him with one shoulder, in accordance with the service He commanded in the Torah.”

It could also be understood as a form of metonymy with the whole person alluded to through the use of one limb, the shoulder, chosen,
