Babylonia defeated Assyria and captured its capital city of Nineveh in the year 612 BCE, and rapidly conquered the region and became the dominant empire.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><em>An international affair<\/em>. Habakkuk protests the lack of justice in the world, on an international, historical level. He doesn\u2019t protest particularly about Israel\u2019s situation. We have already seen in the Tanach (and we shall see more in Psalms and Job) the personal protest about the sufferings of righteous individuals, and the more social indignation about the success of the wicked in the world. Habakkuk speaks about the world order, and protests the success of evil governments.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><em>Babylonia &#8211; messenger of God?<\/em> Both Isaiah and Jeremiah saw the Assyrian and Babylonian empires as divine messengers sent to do God\u2019s will. If you were to ask Habakkuk\u2019s opinion, he would probably disagree. His reason for praying about the situation is that the rise of Babylonia is a bad thing that God should not allow to happen.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><em>Fish in nets<\/em>. The allegory of the fish caught in nets (verses 14-17) has many meanings: the unbearable ease with which the region was conquered; the suffering of those caught, together with the arbitrary nature of the disaster; for everyone falls into the net, and there is no meaning in doing good or evil, either for the individual or for society.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><em>Retort to Nahum<\/em>. The redactors of the Trei-Asar (the 12 \u201cminor\u201d prophets) juxtaposed Habakkuk to Nahum, and created a connection between them. Nahum saw the fall of Assyria as a harbinger of peace and the end of conquest and occupation. Habakkuk sees the rise of Babylonia, which occurred in parallel to the fall of Assyria, as a terrible disaster for the entire
