In 8:4, God had Hosea speak out against the Israelite monarchy, saying: \u201cThey have made kings, but not with My sanction.\u201d Here, he reiterated the antimonarchic position, first saying sarcastically: \u201cWhere is your king now? Let him save you\u201d (10) and following up with an even more biting reproof: \u201cI gave you kings in My ire and take them away in My wrath\u201d (11). Was it the very institution to which God took exception, or its misappropriation by specific kings? (See <\/span>our comments to 1 Samuel 8<\/span><\/a>).<\/span><\/p>\n

The commentators viewed God\u2019s displeasure as a reflection on the inception of Israelite monarchy. While Rashi is silent here, his student Yosef Kara, whose commentary usually parallels that of his teacher, observed:<\/span><\/p>\n

I gave you your first king, Saul, in my anger, to wit: \u201cGod said to Samuel, Listen to the voice of the people whatsoever they will tell you; they have not rejected you, but they have rejected me as a ruler over them\u201d (1 Samuel 8:7). \u201cAnd take them away in My wrath\u201d refers to the last king, Zedekiah, to wit: \u201cThey put out Zedekiah\u2019s eyes\u201d (2 Kings 25:7).<\/span><\/p>\n

Ibn Ezra agreed with the first part of Kara\u2019s interpretation, namely its reference to Saul, but did not explicitly designate the subject of the second part of the verse. Radak, too, referred the first half to Saul\u2014citing the same proof text\u2014and even relayed the designation of Zedekiah, albeit anonymously, and then added yet another anonymous interpretation to the effect that the kings in question are not Judean but Ephraimite; the first was Jeroboam, and the last was Hosea ben Elah.<\/span><\/p>\n

However, Radak anticipated a challenge on our part: While the inauguration of the Israelite monarchy with Saul was at popular request and may rightly be viewed as a rejection of God\u2019s rulership, it was God Himself who initiated the Ephraimite monarchy and it was He (via the prophet Ahijah HaShiloni) who chose Jeroboam. How, then, can it be called His \u201cire\u201d? Radak answered: \u201cJeroboam\u2019s appointment was a consequence of God\u2019s anger at Judah.\u201d<\/span><\/p>\n

In a similar vein, Malbim raised the challenge that Hosea ben Elah was reported to have been a good king, so what \u201canger\u201d caused his removal? His answer: \u201cIt was not due to his conduct, but to God\u2019s anger over the general situation. Because God was angry at the general population, He removed Hosea even though he had not [individually] incurred His anger.<\/span><\/p>\n
