But you have been a snare to Mizpah and a net spread out over Tabor.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Commentators such as Metzudot David and Malbim take \u201cMizpah\u201d and \u201cTabor\u201d as place names, and thus assert that even if Jeroboam ben Navat began the practice of banning his subjects from travelling to Jerusalem out of fear that their loyalty to his kingdom might be compromised (see I Kings 12:26-33,) the subsequent royal houses of the kingdom of Israel (2 and 3), along with the priests of the Temples (1) continued to physically prevent Jews from traveling to the Jerusalem Temple to worship during the pilgrimage festivals. They did this by appointing guards around the nearby mountains of Mizpah and Tabor to stop them, to the point of murdering any would-be pilgrims.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A broader perspective, that indicts the entire Jewish people, is adopted by Radak, who, while he does cite the midrash attributing the beginning of this practice to Jeroboam\u2019s reign, initially asserts something entirely different:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Now, the prophet remonstrates (the kingdom of) Judah, and particularly those who had the responsibility of rebuking (improper behavior), the priests of the Temple (1), which stood in the portion of land belonging to Judah, and the royal house (3), who also should have rebuked Israel and pursued justice. The tribe of Judah is referred to as \u201cthe house of Israel\u201d (2) because they are the essence of the house of Israel&#8230;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">You (the leaders of Judah) should have pursued justice; however, you were a \u201csnare\u201d and a \u201cnet\u201d vis-\u00e0-vis the nation, because they watched you as you perpetrated evil actions, and they learned from you. You were to them the opposite of what you were supposed to be, and therefore were to them like a \u201csnare\u201d by which animals and birds are trapped; so too they were trapped by your evil deeds that you did to them.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The prophet mentions \u201cMizpah\u201d and \u201cTabor\u201d because they are high mountains in the land of Israel, and the hunters place upon them their traps\u2026<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The dispute between most commentators and Radak appears to center upon the degree to which a single segment of the population should be accused of malfeasance and therefore deserving of God\u2019s wrath, as opposed to attributing blame to the Jewish people\u2019s leadership in general. While Hosea\u2019s \u201cbeat\u201d appears to have been the Northern Kingdom, would he have delivered a message that could have served to bolster the causes of others who were guilty of similar
