Interestingly, the only two holidays mentioned are Sukkot and Passover. Why does Ezekiel exclude Shavuot, the third Temple holiday? One answer could simply be that Passover and Sukkot are seven day long festivals as opposed to Shavuot. Due to their elongated time frame, Ezekiel wants to enhance their celebration during the future messianic times.

But beyond their length of time, Passover and Sukkot have a different meaning in the Torah than Shavuot. Shavuot in the Bible is essentially a festival of first fruits. The post-Temple addition of a celebration for the giving of the Torah did not exist at the time of Ezekiel. Passover and Sukkot both mix harvest/seasonal celebrations with a reminder of the Exodus. Passover as the celebration of the exodus from bondage to freedom and Sukkot of the celebration of God’s protection for Israel in the travels to the Holy Land.

For a people who are living in exile, a focus on a festival celebrating the bringing of the first fruits of the harvest may have seemed beyond comprehension. However, an emphasis on two festivals focusing on God’s love and protection for his people in a foreign land would be more immediate. Just like God had saved the Israelites from the bondage of Egypt and protected them on their way to the Promised Land, so too God would save his people from the exile in Babylonia and protect them upon their return from exile.

Answer: Divine protection in a foreign land.
