The book of Leviticus then proceeds to list the birds of prey which are forbidden for the Israelites to eat since they are a holy people (11: 45), while Isaiah explains that these birds of prey will make their dwelling place in Edom since God has punished the Edomite for their sins and turned their land into a place of eternal desolation (34:11-16).

From this drasha, we can give an educated guess to what was happening at the time of Isaiah.
