The text here moves forward nearly three decades, and resumes at the height of the Assyrian conquest. Indeed, the end of the chapter (10:28-34) describes the series of cities the Assyrians passed through on their way to the city of Jerusalem.<\/span><\/p>\n

The audience of the 10th chapter is the Jewish people; the prophecy is likely offered while the city was under siege and only they could hear the message.\u00a0 Still, the subject being addressed in the text literally is the Assyrian people (10:5), and the prophet describes their role within the Divine plan. The purpose of the prophecy is to reassure the Jewish people during the siege, and to keep them unified. A nation can only survive a siege if it is unified and no defectors submit or surrender to the attacking nation. The prophet’s mission is to reassure the people that God would save them (10:16-27, 10:33-34) to ensure that they remain united during the siege.<\/span><\/p>\n

The Assyrians, who by this time had already exiled the North and conquered much of the Judean countryside, and repeatedly referred to as God’s tool (a staff or rod in 10:5, an ax and saw in 10:15).\u00a0 This means that they lack their own agency to destroy or conquer, and their success thus far is merely what had been God’s plan. If God decreed their victories, then God could surely also decree their defeat at Jerusalem.\u00a0<\/span><\/p>\n

Of course, the Assyrians had other thoughts in their own minds. They thought that they retained agency – that they would destroy (10:7), that they would conquer Jerusalem as they had all the other cities (10:10-11).\u00a0 In a vivid parable, the Assyrians say that their victories had been as easy as taking eggs from an empty nest – no one complained, stopped them, or even rustled a feather against them (10:14). Whatever the Assyrian boast, the prophet says that God always retained control, and that soon the Assyrians would be defeated and the Jews
