The Mishnah in Masechet Sota 7:8 elaborates on a seemingly minor detail, how the Torah scroll is removed from the Ark:

The officer of the synagogue takes the Torah scroll and gives it to the head of the synagogue, and the head of the synagogue gives it to the chief, and the chief, gives it to the High Priest, and the High Priest gives it to the King.

What is the purpose of having so many people passing the Torah before it is read? One way to answer this question would be to find other places where the Mishnah mandates passing objects between people, and trying to understand what the significance of the action is in those settings. Perhaps, some of that significance could be part of what is intended here as well.

One of the other places in the Mishnah where we see something being passed along a row of people is in Pesachim 5:5, where the blood of the Pesach offering is passed along a row of priests to from where it is slaughtered to where it is thrown on the altar. This is done because in the chaos of all of the offerings on Pesach, if the priests were to carry the bowls of blood normally, they would run the risk of running into each other and spilling. Rather than take that risk, they pass the bowls down lines to protect the precious blood inside.

Another place where we see a similar image is in Eruvin 10:1-2, where one of the solutions to finding Tefillin laying on the ground outside the Shabbat boundary is to line people up to pass them until the reach back inside the boundary. Rather than leaving them until after Shabbat, or violating Shabbat to carry them in, we gather enough people to pass them to where they need to be.

In both these cases, lining up to pass something is done for precious objects that need to be protected, even at the cost of great inconvenience and investment of manpower. Perhaps here too, what is being communicated is that Torah is one of those things that is extremely precious and worth the kind of protection we see in the earlier two cases. In addition, the people lining up to share this kind of love for Torah aren’t just anybody – they are leaders of the nation.

By coming together and working as one to demonstrate their deference to Torah, the many factions of leadership can show that the Torah is worth coming together for.
