Our chapter stipulates that when approaching a city with the intent of launching an attack against it, \u201cyou should call out to it in peace\u201d (verse 10). If it responds in kind, it is to be spared; however, if it chooses to do battle, it should be besieged and its inhabitants slain (verses 11-13).<\/span><\/p>\n

The value of peace is such that the Psalmist enjoined us to \u201cseek out peace and pursue it\u201d (Psalm 34:15), which the Sages interpreted as follows:<\/span><\/p>\n

All other mitzvot are [introduced by] \u201cif you see,\u201d \u201cif you encounter,\u201d or \u201cif it occurs.\u201d If a mitzvah comes your way, you are obliged to perform it; otherwise, you are not so obligated. Here, however, \u201cseek peace and pursue it\u201d; seek it wherever you may be, and [if necessary] pursue it wherever it may be (Leviticus Rabbah 9:9).<\/span><\/p>\n

The Talmud Yerushalmi elaborated further on this principle, declaring:<\/span><\/p>\n

Joshua issued three declarations prior to his arrival in the land. Whoever wishes to depart, may do so; whoever wishes to surrender, may do so; and whoever wishes to fight, should do so (Shevi`it 6).<\/span><\/p>\n
