Many commentators criticize them for their lack of faith. After the miracles they saw, how they could complain? Moses seemingly agrees, and refers to their words as \u201cgrumbling\u201d from the outset. God, however, has no reservations about their concern about simple food, a basic human need, and does not speak of \u201cgrumblings\u201d until verse 12, when responding to their desire for meat.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">God does explicitly tell Moses that the distribution system for manna is designed as a test, to see whether the people will follow God\u2019s instructions (verse 4). The crisis was caused, at least in part, by the lack of faith the people demonstrated by not preparing provisions prior to the Exodus, making it reasonable that God needs a test to calibrate how to operate in the new situation: working with a free people rather than competing with a tyrant. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When Moses transmits news of the coming provisions to the people, he initially holds back some information, which leads to further tension. Only when they observe that everyone has the same amount regardless of what they collected, does Moses tell them not to keep any leftovers. When some of the people, in their insecurity, do save some, it is Moses who gets angry, God remains out of the picture for the moment, observing the \u201caction on the ground.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Moses also omits any mention of Shabbat. Only when the elders, astonished by the double portions gathered on the sixth day, inquire does Moses inform them that the next will be Shabbat, a day of rest. This is the first mention of people resting on Shabbat; in Genesis, only God rests. For newly-freed slaves, the concept of a weekly day of rest must have been a shock. From that perspective, the inability of some to act on the instruction not to seek manna the next day might have been expected. Despite this, God is now incensed. Would the people have responded better if Moses had told them about Shabbat earlier in the week, giving them time to become accustomed to the idea?
